Noeman has been working in the field of Communication for Development within the UN System for the past nineteen years. Prior to joining the team in Cairo, he served as Head of the Information, Communication and Reporting (IRC) unit in UNDP Egypt’s Country Office, where he joined in 2003 as a Communication Officer. Before UNDP, he worked for UNICEF for almost ten years in UNICEF’s Egypt Country Office. There he initiated an informal peace-education programme, mobilized an NGO Coalition in support of the Convention on the Rights of the Child and supported Egypt’s Polio Eradication Campaign. Subsequently in UNICEF’s North Iraq Office in Erbil, he developed a comprehensive strategy and implementation plan for communication and social mobilisation on sanitation and hygiene and headed the communication unit on interim basis.
In UNDP Egypt, he handled public information, advocacy and external relations portfolios. Later as Head of ICR his responsibilities expanded to include: information technology; communication/public information; results-based management; knowledge management and promotion of the Millennium Development Goals. Noeman holds a Master of Architecture from the University of California, Berkeley, USA, and a BSc in architectural Engineering from Cairo University, Egypt.
