Tokyo, 24 July 2014 — Levels in human development continue to rise – yet the pace has slowed for all regions and progress has been highly uneven, according to the latest Human Development Index (HDI) included in the 2014 Human Development Report “Sustaining Human Progress: Reducing Vulnerabilities and Building Resilience”, published today by United Nations Development Programme (UNDP).

Providing sustainable livelihood opportunities to vulnerable youth amongst the Syrian refugees and hosting communities in Dohuk and Erbil
The continuing unrest and instability in Syria is increasingly impacting the internal situation of Iraq, and particularly of the Kurdistan Region which in May 2014 is hosting 220,000 Syrian refugees. While the economy in the Kurdistan Region remains strong, there are challenges to secure sufficient income for Syrian refugees living in non-camp settings.

The UNDP-ODI report —titled, “Towards a Resilience-based Response to the Syrian Refugee Crisis” conducts a critical review of vulnerability criteria and frameworks used by humanitarian partners to address the Syria crisis. The report recognizes that the combination of refugee flows and decreased economic activity with Syria has altered the economic performance and fiscal health of countries in the region, affecting public finance, trade deficits and key economic sectors.

A total of 31,680 families displaced by last week's violence in the cities of Mosul and Tal Afar are seeking shelter in safer areas in the Kurdistan region of Iraq. This new crisis follows massive displacement this year in the western Iraqi governorate of Anbar, where fighting since January has forced some half-a-million people to flee the province.

Baghdad – The National Symposium on Security Sector Reform and Governance in Iraq was opened today at Al Nahrain Centre for Strategic Studies in Baghdad in the presence of senior Iraqi Government and United Nations officials. The Symposium will focus on presenting the lessons learned by the United Nations in supporting Security Sector Reform, and on discussing how future national security dialogue in Iraq could benefit from international experience. The event was organized by UNDP in partnership with the National Security Agency of Iraq.

The Minister of Planning and International Cooperation, His Excellency Mohammed al Saadi, the United Nations Resident Coordinator, Mr. Paolo Lembo, and a representative of the Office of the Special Adviser of the Secretary-General, Mr. Niels Guenther, today signed the Peacebuilding Priority Plan and five initial projects.

Basrah – The Special Representative of the United Nations Secretary-General (SRSG) for Iraq, Mr. Nickolay Mladenov, officially inaugurated UNDP’s sub-office for southern Iraq in Basra. Held at the premises of sub-office, the inauguration ceremony was attended by local officials and civil society leaders, including the Chief Justice of the Basra Appellate Court, the Head of the Police Force in Basra, the Head of the Development Committee of the Basra Provincial Council, and members of the Provincial Council.
