Expertise: SURGE electoral assistance, democratization, institution building and legislative reform in transitional societies, with a specific focus on election administration.

Luis is an elections expert with over 14 years of experience in democratization, institution building and legislative reform in transitional societies, with a specific focus on election administration. He has provided technical assistance to election commissions and overseen electoral observation missions in Europe, the Middle East, Central and South East Asia and Africa. He has managed projects in 13 countries. Luis has worked with a variety of international organizations including the European Union, the Organization for Security and Cooperation in Europe, the International Organization for Migrations and the International Foundation for Electoral Systems. For the past five years Luis has been engaged with UNDP in Nepal and Libya as Chief Technical Advisor of electoral assistance projects. As Deputy Chief Observer, he led European Union election Observation Missions in the Kingdom of Bhutan (2008), Timor-Leste (2007), Zambia and Bolivia (2006). In 2005 functioned as the United Nations regional election coordinator for the North of Afghanistan and as a Head of the Iraq Out-of-Country voting operation in Syria. As Head of the OSCE Georgian Electoral Assistance Program chaired the international election working group that assisted the election commission delivering its first post-revolution democratic elections in 2004. Throughout the mid to late 1990’s he held various election administration, operation and management positions in the Balkans. Previous to his electoral engagements, Luis worked in the private sector in the field of business management in New York.
